Can PVCC separate out the discrete (stand alone) service/support functions from the non-discrete functions?

A careful review of the organization reveals that the traditional administrative functions have significant transactional overlap and interplay. Thus the functions of business services (fiscal, budget monitoring); Public Safety, contract services (food service, bookstore, lease agreements), facilities, human resources, and information processing seem logically clustered. The next "cleanest" grouping seems to be centered on student matriculation and access including admissions and records, recruiting, academic advising, new student/information center, and testing center. (Note the above two cluster functions are only representative of the broad grouping. The proposed organizational cluster chart includes all remaining functionality.) The clustering of these two areas seems to reasonably meet the organizational parameters of: Span of control, clustering of like functions, balance, and sustainability.
