Meeting structure -- The SmithGroup “set up shop” on campus for two days and visited with college individuals and groups to further explore the conceptual ideas for the Master Plan Update.

Observation: the original plan does work

Summary - General Comments:
  • Faculty - staff - students all have similar ideas for the campus
  • Everyone taking classes or working here genuinely loves the campus - faculty, students and staff
  • “Put Community back in Community College”
Discussion Questions:
  1. If the District acquires the land east of the County Library, what would we use it for
    • Don’t put buildings in the way of future expansion toward the golf course or County Library
    • Make sure Performing Arts Center (PAC) is located in a position that doesn’t block expansion
    • Northeast corner - location for PAC? Faculty would like to have it near the Studio Theatre
  2. Would renovation or demolition be part of a master plan update?
    • All one story buildings on the campus should be suspect -- they are not utilizing space efficiently. Keep them for a while but replace eventually with 2 or 3 story buildings which will be the most economical way to make campus grow.
  3. How important is the acquisition of the County land?
    • Valley wide growth seems to indicate that PVCC will need the land for long term service to the community.
    • Long range:
      • buy all of the county land and the library building
    • Short range:
      • buy County Library building and land
    • County Library
      • If the County does sell the Library and it is not used as a library, patrons may come to PVCC
    • It would not be feasible to add stories to E Building
  4. Will deck parking be needed?
    • too expensive
    • looks
    • if campus is built out, may not have a choice
    • if possible to build in basin, lower level could be underground with 2nd level at ground level which would be less obtrusive
  5. What are the concerns from Campus Safety?
    • cameras
    • parking
    • security
    • no lighting in retention area
Still need information on catchment area regarding ability to put in buildings or only use for recreation. SmithGroup to follow up.

Headcount is 7,500 now -- expect to expand to 15,000
Service population is expected to grow another 250,000 to 300,000
Maricopa County growth is astronomical
MCCCD expect 500,000 students in the next few years -- 1,000,000 in 10 years?
We are building for the future 10 - 15 - 20 years

Other Issues:

Design open spaces around each building
Re-route road system to perimeter - continue ring road
Fire truck access; emergency access; security; service
Balance parking around the campus
Possibilities:
  • relocate tennis and racquetball courts - use space for parking
  • use County Library as fitness center
  • use fitness center as child development/care center
Better signage on road -- campus is not really ‘visible’ to people on street
Leave green space into campus
Do more with center of campus
Be cognizant regarding distances across campus -- class time schedules

Next steps:

SmithGroup to bring further developed single concept for campus to review. Team concurs to build out existing core within context of loop parking. Plan for future land acquisitions
