The Human Resources Office serves the college by focusing efforts on the college’s most valuable asset, its employees. We do this through recruitment, hiring, and retention of a diverse, qualified workforce and providing employees with excellent service while maintaining the highest standards of integrity, leadership, knowledge, honesty, and respect.

Position Summary:
Provide executive level leadership, vision, and strategic direction as the chief financial and operations officer responsible for comprehensive fiscal and administrative services and programs in the support of a learning-centered college. The Vice President provides leadership for Business Services, Capital Planning and Development, Facilities Services, Human Resources, Public Safety (indirect report) and Grants Development and Management; Responsible for establishing strategic and collaborative partnerships with the other Vice Presidents and Deans as well as collaborating across the college in the development and support of a culture and environment of student success; uses data to inform and make decisions that ensure service excellence, public stewardship, organizational effectiveness and efficiency and to position the college for long-term financial and resource viability. Coordinates with IT services, and ensures that administrative services functions support teaching and learning at PVCC; demonstrates commitment to diversity and inclusion as fundamental to the success of a learning-centered college.
Financial:
As an integral part of the college leadership team, plans, directs, and implements the financial and general operation of the college to include evaluation, forecasting and reporting on all budgets (operational, capital, auxiliary)status and cost/benefit analyses; collaborates with college community on development of additional revenue streams (grants, alternate revenue streams, etc.); provides leadership for and coordinates operational and equipment plan development, contract negotiations and monitoring, capital purchasing; verifies compliance with regulatory agencies’ requirements; directs the development and implementation of a long term financial master plan.
Collaborative Leadership:
Fosters communication and collaboration with faculty and staff across the college and District to provide administrative support, development of operational processes and procedures that support strategic planning and organizational efficiency and effectiveness; represents and advocates for the College’s institutional interests to the community and within the Maricopa Community Colleges District councils and committees; acts as an advisor to the College community; inspires a diverse group of employees through mentoring, professional development, coaching, etc.; provides leadership and oversight for learning outcomes assessment processes including out-of-classroom assessment and program review; integrates learning-centered principles in decision-making and actions; provides leadership and commitment to diversity and inclusion as an integral part of day-to-day operations.
Operations:
Provides leadership and direction to support the college’s mission and goals of responsiveness and efficiency; provides leadership, oversight, and general direction for the college’s administrative services functions including Business Services, Facilities Services and Maintenance and Operations, College Human Resources, Public Safety, and Capital Planning and Development; provides leadership and oversight for the development and implementation of safety, security, and emergency management plans; serves as college representative in working with vendor agencies; performs related duties as assigned by the President.
Facilities:
Directs the development and implementation of the College’s long term facilities master plan; applies practices to ensure facilities support student learning and success; provides leadership for and coordinates development and implementation of policies and procedures for maintenance, operation, and community/personnel use of the physical facilities and grounds; provides oversight for the planning and implementation of capital improvements, OSHA, construction, remodeling, and facility sustainability – American College and University Presidents Climate commitment (ACUPAC); coordinates specification writing, bid solicitation, writing and proposal evaluation; works closely with MCCCD facilities, planning, and development staff on construction projects.
Minimum Qualifications
- Master’s degree from a regionally accredited institution.
- Five years progressively responsible leadership experience in administrative financial and business service operations
- Experience planning, implementing and evaluating complex projects
- Experience with job-related technology such as purchasing, budget management, facilities management, and personnel management software
- Demonstrated commitment to inclusion and diversity
Desired Qualifications
- Doctorate or similar terminal degree
- Three or more years’ experience in a leadership role in an educational, non-profit, or government business environment
- Experience supervising multiple administrative services operational areas
- Demonstrated success in generating revenue through Grants Development, alternate revenue streams, and auxiliary enterprises
- A minimum of 2 years recent experience in the development and management of multi-departmental operational and/or capital budgets
- Experience with planning and implementation of sustainability practices to meet the American College and University Presidents’ Climate Commitment (ACUPCC) and/or general sustainability practices for the institution.
- Recent experience coordinating a building construction or remodeling project in excess of $3 million.

Candidate Bios
Candidate Herman Gonazales
Herman Gonzales has more than 10 years of progressively responsible leadership experience in administrative and business services operations. His experience includes the areas of financial planning and development, facilities services, human resources, public safety and grants development and management.
He has experience developing and managing multi-funded budgets for 70 departments at $75M, to include several inter-faculty initiatives (course fees) and capital projects with budgets exceeding $105M. He developed and funded a sustainable model in support of the American College and University Presidents’ Climate Commitment (ACUPCC) Initiative in 2012.
Gonzales possesses a Master’s degree in Educational Leadership (M.Ed.) He has twenty two years of service in the Maricopa County Community College system, having served at multiple campuses. He is currently with Glendale Community College.
Candidate Robert Keyes
Robert Keyes has over 16 years experience in higher education administration. He is currently Vice President of Business and Finance at New Mexico State University in Carlsbad, New Mexico.
His experience includes responsibility for budgets, accounting, purchasing, administrative services, facilities planning and development, facilities maintenance, IT services, human resources, campus security, bookstore, auxiliary enterprises and health clinic services.
He has experience with overall organizational effectiveness, strategic planning, operational and policy compliance, performance metrics, labor resource allocation, functional budgeting and financial forecasting. Keyes has oversight of over $120 million aggregate in grants and contracts management. He developed a campus-wide renovation project and capital outlay scheduled, and managed finance of $771,000 construction project.
He is a CPA with an MBA, and recently obtained his Ph.D. in Management.
