Petition Solicitation Administrative Regulation

2.4.8 Petition Signature Solicitation

A. This regulation shall govern access to college premises by representatives who wish to solicit signatures on petitions for the purpose of submission of a ballot proposition to voters, or nomination of a candidate for elective office, in a city-, county-, or state-wide election.

B. Each college president shall designate general hours of accessibility for solicitation and a location on college premises where all representatives on behalf of any candidate or ballot proposition may solicit signatures.  The location shall be in a common area where the solicitation will not serve as an obstruction to student activities or otherwise disrupt the college environment.

C. All solicitation must take place in designated areas.  Standard space may include one or two tables and chairs.  Campus restrictions regarding amplification will apply.  Representatives may not distribute or make available to students, employees, or college visitors any tangible item, except for informational literature about the proposed candidate or ballot initiative.

D.  Representatives shall notify the designated official at each college or center for their intent to be present on college premises no fewer than three working days prior to soliciting signatures.  Upon obtaining authorization, representatives shall be provided a written version of this regulation.

PVCC Petition Solicitation Guidelines

For general information regarding solicitation at Paradise Valley Community College contact the Student Life Center or Fiscal Office.  Reservations for petition solicitation are requested through the Fiscal Office (602) 787-7350. 

Location, Time, and Other Restrictions:
  • Kranitz Student Center Hallway is the designated location for PVCC for solicitation/vendors
  • Approval by Student Life is required for use of any other location
  • Designated solicitor hours are Monday - Thursday, 8:00 am - 7:00 pm
  • No Solicitors the 1st 2 weeks and last week of school
  • Limit of 4 table rentals/solicitors per day, first come first serve
  • Driving on campus for the purpose of unloading requires approval by College Safety
  • Amplification is forbidden without approval by Student Life
  • Standard space will be one table and two chairs (more than one table may be requested with approval contingent on availability and space)
  • Fiscal Office schedules table requests
  • Student Life Center monitors table use
Policy Violations Violations of this policy and/or other concerns related to solicitation should be reported to the Student Life Center and/or College Safety.  Any solicitor who violates this regulation may be deemed a trespasser on college or center premises, and therefore subject to appropriate prosecution within the discretion of the College Safety department and other responsible officials at the college or center. Paradise Valley Community College assumes no responsibility - financial or otherwise - for the acts or omissions of any vendor whose presence on college premises pursuant to this regulation is approved by any college official.
